Hi Mattias,
Yes Narrator was present at the Microsoft RT tablet from my brother, bought 
some months ago over here in the Netherlands.
I could play a short time with it and with Narrator on you could perform many 
slick swipes, for next page or to next app for instance. Languages were limited 
to English and some others which I cannot remember.
You could navigate the screen without opening anyting, double tapping did open 
the app. I really cannot remember which apps I did try, but the experience was 
very positieve. Hell, I was astounded to be honest, how nicely and smoothly it 
worked and that this wasn't promoted more.
My brother sold the unit after a few weeks already, so I couldn't try it again. 
He is sighted and buys many gadgets to just sell them as quick as they came;)
I didn't look further into its ppossibilities due the lack of my native Dutch 
language.
When you want to investigate more on the subject, I'd say try before you buy.
