Yet another bit  of controlling from Apple.
Lots of people, I think, (including me) wwould like to use the server hardware as a single user.
But Apple only sells that hardware with the server OS installed.
BTW, I am sure Apple requires a Mini to have a monitor to prevent someone from doing what was discussed earlier.
  Namely, putting a mini in a travel bag and using it on the road.
  If you want to do that, Apple dictates, buy a laptop.
However, most hotels these days have flat screen TVs most of which have a handy dandy HDMI input which would work nicely as a monitor.

Not quite. You're asked for a lot of server info when you set up the software, including your unique serial number. There are a lot of other technical questions that you're asked and, if you provide mumbo-jumgo answers some aspects of the software won't function properly. My advise to you would be not to go for the server version. Not, at any rate, unless you are willing to also purchase the regular version of OSX to install on it. I guess you'll already have that with Lion. But it could be fun. You'd have to zap what's already on there waiting to be set up.
