Hello David

Actually you don't need to arrange any windows at all. Just use the Finder 
command (Command+N) to open a new window and cycle through the open windows 
using Voice+single quote, (next to the Z on your keyboard). So it really 
shouldn't be too difficult if you do it that way. Of course, it may be that 
there are other factors at work here as well.
