I can't comment on iPad III as I don't own one. Can't comment on iPhone 4S as I don't own 1.
I can say however that the speaker of the iPod touch 4th generation is pretty good and I proudly own one! <smile>. The quality of the speaker in the iPod Touch 4th Generation is much the same quality of that found in the iPhone 3GS unit, I remember on this list we were saying at the time when the iPhone 3Gs was the current model just how surprisingly good the speaker sounded given its size, I haven't used an iPhone 3GS for 6 months or so however I'm pretty sure that the internal speaker of the iPod Touch is even smaller than that found on the iPhone 3GS. I've never played with nor owned an iPod Touch 3rd generation iPod, people say the sound of the internal speaker was terrible and that may be the case however!
