If this is what the developer said, and if the developer is using apple tools (as most folks are when developing for the mac) then this guy is full of it. Apple does provide the tools for making things accessible, it's built right into their development tools. A lot of developers don't use the apple provided resources, then complain they can't do this or that, just because they don't know how to do it. The apple tools make it rather easy to add accessibility, but it can also be done without those tools, it's just generally additional work most developers aren't interesting in doing, or (worst yet) don't know how to do themselves.
That is where the problem lies.
It's not a matter of can't be done, (look at firefox for a group that is doing that), but a matter of won't be done, because developers don't want to spend the time adding the resources they ignored or didn't have because of not using apple provided resources. The firefox guys are an excellent example of what can be done, since they also at first thought accessibility wasn't possible, because they used all custom elements (for some reason I'm still not clear on btw) and now they're making the effort to add the accessibility parts of the code that is missing, and as some on this list have discovered,
is coming quite nicely for a stand-alone accessibility effort.
So, it can be done, it is being done, and those that say otherwise are just lazy, ignorant, (meaning lacking of knowledge, not the other definition) or both. It's a real shame apple went through the effort of making sure everyone had the tools to make stuff accessible, and so few developers actually use what they're given. Make no mistake, most folks who make programs will do what's required if they're made aware of the need, but there's a few that just downright refuse to make the effort, and it's those that make me want to scream.
