Personally I go to quick nav setting s in Voiceover and enable first letter navigation. This is only available from lion onwards I think. When this is set it is pretty easy to use Safari. With quick nav on you can jump to H for heading F for form field B for button and so on. Pressing right arrow will element or paragraph at a time. Also the item chooser is your friend on a Safari page as it is a rapid way to search for text or elements on a page.
Press command left arrow to go back a page. Come out of quick nav by pressing both left and right arrow if you want to enter text in an edit box.
