I'm not sure why you can't get Enter working which ever way you use to open the Dock. But I urge you to listen to the entire verbalisation to make sure that your item is actually selected before you try to activate it. That's true, at least, until you become familiar with the sorting sequence. It is possible to modify the position of items in the dock so that they appear, for instance, alphabetically; which is how we have ours set. The way you do that is to use Option+Left/Right cursor keys once the Dock is open. I hope this helps.
