With iOS 5 apple seemed to be willing to cut the tie to iTunes somewhat by
allowing set up directly from the device, wireless sync and iCloud backups.
Perhaps iOS 6 will introduce more cord cutting functionality. I would
certainly be pleased as I use every possible work around to avoid using
iTunes. I really think apple should at least allow syncing with multiple
libraries with a few acceptions. Not being able to grab a few songs or
movies from a friend's computer is so rediculous.

Afraid not. You can send him emails of the ring tones and he could
importer them in to his computer.
This thus far is the only way I can think of but there might hopefully
be a better way.
