I can say that it is possible for apple implement this feature, with some
acceptions. For example, you could sync music, tones, movies, books, and
photos from any iTunes library. At least any thing that wasn't drm protected
such as you couldn't sync a song your friend bought from iTunes that was
tied to there appleID. I would also think that apps and backups would be
restricted to you particular iTunes library. I know it is possible, apple
just hasn't decided that we really need that feature yet.

Now tht I can agree with. I want to maybe let's say plug my phone in to my
bf's computer, grab some of the music he likes which let's say is dream
theater, put it on my phone and synch it back to my computer back home
when I get there, or maybe he might want to grab some classical stuff I
have, or all of it, put it on to his phoen and get it back to his compute
rwhen he gets home, the same could go with ring tones. I don't think this
will ever happen though but it's fun to dream. lol!
I'm on my blue tooth keyboard not at home so excuse the mess.

With iOS 5 apple seemed to be willing to cut the tie to iTunes somewhat
by allowing set up directly from the device, wireless sync and iCloud
backups. Perhaps iOS 6 will introduce more cord cutting functionality. I
would certainly be pleased as I use every possible work around to avoid
using iTunes. I really think apple should at least allow syncing with
multiple libraries with a few acceptions. Not being able to grab a few
songs or movies from a friend's computer is so rediculous.

Aside from emailing them, if you are both using dropbox, you could
share a folder and just place the ringtones in that shared folder and
your brother could move them in to iTunes on his computer. While
sharing a folder is fairly easy, unless you are going to share stuff
back and forth a lot, you may want to just email them. There is no
other way i am afraid.

Afraid not. You can send him emails of the ring tones and he could
importer them in to his computer.
This thus far is the only way I can think of but there might hopefully
be a better way.
