I turned the switch for FaceTime Off just now, and when I tried to turn it on again I had to log in with my Apple ID. In fact, I had to enter the password twice, I think, but possibly because I last updated my iOS while this was turned on, since I don't need to do this again when I turn it off and on now. This is the Apple ID associated with iCloud, since I recall you have a second ID associated with iTunes. Are you already logged into iCloud under you Settings > iCloud? This was already on for me.
