Yes, Apple ID is on. I will go to the Apple store and have them fix it, I

It should not be. for me it just worked. so jut to recap you went to
settings, FaceTime and tried to turn it on and nothing? is your apple id set
up? Not that that would matter I don't think but maybe see if it is.
