When your playing a file, arrows move the play head. The amount of movement, i.e. the size of each move is controlled by zooming in or out. Press + or = even and Amadeus zooms in which means each arrow left or right will move in a smaller and smaller increment. Press - and the opposite happens.As you zoom out, more of the audio file is on screen so each key stroke moves a larger relative distance.
If you use left and right arrows while the file isn't playing, this will directly move the insert point rather than the play head and as far as I know, you can't get audio info on where and how much you move it. Again though, the size of each movement is dependant on the zoom setting with = and -. This and a bunch more relevant info is in the podcast link I just posted. Hope this helps.
