Have you tried Ariadne?
I'd like to know if that one works without cell service.

We have no data plan on our cell phones.  In fact, our iphones don't
even have cell service, but the gps programs still work.  We tried
the one that comes with the iphone, called maps, and it worked just
fine.  I'm not sure how accessible it is, as I myself didn't try it,
but if there's another accessible program (I've not tried any yet) I
suspect it would work just as well.
