Technicly, there is a way of incorporating the Hebrew voice into Mac OS X.
This can be done with Carmit - the voice that you are talking about. But, it
envolves writing this voice in a way that will be recognized by the speech
manager interface. It is totally possible because Apple uses Vocalizer
Expressive already, so you have just to write Carmit and wrap it with a
wrapper. But, the version you have for NVDA is not that good, because Apple
uses a more recent version of the TTS in OS X and even in iOS, NVDA uses
V1.1 and Apple uses V1.3 and they can not work together. There is currently
a development going on here in Israel, which I have not tested but heard on
a machine of somebuddy who is trying to get it around. But, this development
requires an investment, and I think it will be the best to wait until WWDC
because there are currently discussions with Apple going on for them to
build it into iOS and OS X. I'll update you when I'll have more information.

Ok, I did find it with vocalizer for NVDA. So, question, can you get NVDA
voices and use them with other things, Voiceover etc? I feel like short of
just using a program like VM Fusion and windows on the mac, there's gotta be
some kind of work around. I feel like there's probably some back door type
way to get this voice installed on a mac, it's just, we haven't found it
yet. Thoughts?
