Yes, but one can get significantly less expensive service from a 
non-contract company than with one.
In fact, Selectel has a 15 dollar a month data plan, and Verizon's least 
expensive one, the last time I checked was 45 dollars.

Before making any assumptions about the cost of a contract, it is besst to 
find out how much  you will have to pay with or without a contract. In 
recent months, they seem to be remarkably the same, and significantly less 
than they were a year ago. That would depend on the provider you choose, 
which depends on the country in which you live. If used as a with cellular 
data, there is going to be a monthly charge in addition to the cost of the 
phone, no matter how the phone is purchased. In my case, I pay the same now, 
under contract, as I paid before the contract, and it is $50 less than I was 
paying a year ago  It is important not to make assumptions, based on the 
past, without researching what is presently available.

Upgrading every time there is a new model and staying 4 generations behind
are not the only alternatives. How about purchasing a phone that Apple still
sells, and will readily accommodate the latest OS and planning to keep it
for several years In that way, you will not always be so far behind the
capabilities. If you only want a basic phone, that will support reading
ebooks and music, then there are several free phones out there. Even a basic
5s with 16GB and a two-year contract is $99!
