I suggest you give up on this project temporarily. You will need to get a version of makeinfo which is at least 5.00 or greater. You can probably do so from http://finkproject.org/ once you have downloaded and installed the fink project installer from that site. Next you need to learn how to use the fink installer. A command like fink install makeinfo is ultimately what you will use if makeinfo info is at or beyond version 5.00 on finkproject.org. Once makeinfo is upgraded, you can then return to liblouis building. Another possibility may be to update makeinfo from the apple store if a version is available for your hardware at the apple store. Before I end this message I should also mention homebrew though I have no url for that and macports.com. There is also mac-updates.com to check and ninite.com. At least those are the updates sites I know about.
