I don't intend to delete it. However, I hate it when some application 
dumps these files on your computer even if you have no intention of 
using a chat client and go out of your way to avoid installing them. I 
find it especially annoying when the file has potential security issues 
as IRC files do. I remember it from by last computer; I was deleting an 
application and I normally try to identify and remove the invisible 
components when I do. However, since I couldn't find where it came from 
I left it there. Oh well, could be Windows; at least I have some idea 
what/where these files are.
