I'm curious about you stating that the CC company has to wait 60 days. I
definitely could be wrong (IANAL), but my understanding is that, if you
never signed a receipt (which, being an online transaction, I assume not),
then you can refuse payment on the billed amount, and the *retailer* has to
provide proof of signature in order to collect that amount from you.

It may be a bit dishonest (again with the IANAL), but I'd consider calling
back the CC company, and telling them you never authorized the payment. See
if you can screw NetBatt on the chargeback, since they've attempted to screw
you. >:-)
