Did you post twice? I received the same post twice. Once at 11:21, and again at 11:24.

As for duty coming across from the states, I don't believe computer parts experience any "duty".

Depending how they are shipped and how much the parts etc. cost, there might be some "brokerage" for their trip across the border, however, no "duty" to speak of.

If you can find what you want in the states and decide to have it shipped to Buffalo NY, look up a UPS Store and have it shipped there. It might be wise to notify them in advance to get the low down.
