Yes He/Her/it will probably ding your feedback, but you can explain why you dropped out. I have done this when the seller tried to double the shipping. He left his nonsense and I left my reason why. I always email People who don't like negative feedback and they always respond "sounds like he was trying to rip you off". Sellers like that hurt the good ones as well.
