While the TV format in most of western Europe is PAL (France being the 
exception with SECAM, and I think that most of the ex-soviet block countries 
followed the USSR by adopting this format - guess why), DVD file has nothing to 
do with it - the DVD player will convert the digital file to the proper TV 
format.

I received a DVD from a country using PAL, and it played properly in my NTSC TV.
