There are 2 possibilities, a keyboard or power supply failure. Try removing
the keyboard after shutdown and see if it restarts. If it still restarts
remove the logic board, plastic casing and top metal cover and glance in at
the power supply. Many built by Astec for Apple overheat badly, and
component failure here can cause them to start on their own. If likely
defective it will have a charred area in its centre, close to a small
transformer with a yellow bobbin.

The 630 (is it a 630, that�s a 68040 based system that can run only up to OS
8.1, you have 8.5) doesn't have a power switch that can be pushed and turned
to lock in the on position.
