I've tried three different keyboards and three different mice. It still
restarted.

I fully opened the box and looked at the power supply but I can't see any
sign of charring (yet). The previous owner spoke about a burning smell
though.

I checked and it's OS 8.0.

I confirm that it doesn't have a "big" power button to fit a screwdriver in.
It has a tiny button which is accessed by pressing part of the case.

I think that I will just have to switch off fully at the wall when I'm
finished, until the machine goes no more, then canibalise it as far as
possible.
