I have a couple of questions about adding USB2 to my G4 tower.
Is a PCI card the _only_ answer?
Am I right in thinking I will only get USB1 performance under Mac OS 9.2.2
and to realise the speed benefit of USB2 I will need to run Mac OS X?

As I understand it OSX 10.2 doesn't support USB2 either and without third party drivers your USB2 ports will run at USB1 speeds. Presumably the version of 10.2 that ships with the new G5s will support USB2, though.
