Go into Network preferences and click on the modem and then click on configure. In there you will see Options. Click that and uncheck the box which says connect automatically when needed. That should stop it. however, you may then want to review what things are set to look for an internet connection without your bidding and maybe reconfigure them to not jump in as soon as you make a manual connection, such as subscribed or published calendars.
