First,
On startup is there any drive activity ? at the very least the drive should spin up and then make a quick read write sound as the SCSI bus polls the system for devices.
If not then I would suspect drive failure
If yes then you could try two other utilities "SCSI Probe" or the "FWB toolkit" both of which are more robust than the Apple tools of the time and should help to get partition information active on the drive again.
Mac OS 7.5 would be your best option for an install since it can be installed over a network for machines without a CD drive (I remember the feeding floppy process as very slow and often unsucccessful)

I have a PB145 which used to "lose" the hard disk. Booting from floppy (into 7.0.1) and running SCSI Probe would show the PB at ID 7, but no HD. If I then forced a Reset (rather than an Update) of the SCSI bus, the HD would appear at ID 0. Usually, the PB would then boot from the HD (although it seemed to work better when the battery was fully charged.)
Now, however, the HD has disappeared from sight altogether. Using HD SC Setup, it will wither report "no drives found". or (if I try clicking on the Update or Test buttons) "unable to read information from the drive"
Is this an internal battery problem (I noticed that there is a small Lithium battery inside, near the speaker)?, or is it a sign that the HD has a problem with its partition information?
