I missed the "229 Entering Extended Passive Mode" last time, but I can't
decide whether it's this or the extremely long delays that are causing
the problem. Maybe the two are related.

I think the Windows telnet client does not support passive mode, so that would be where I would look for the problem. I am somewhat confused though as everything you describe is the opposite of what I would expect given your description, but it does look like Windows is making an active FTP connection while the Mac is making a passive one.


Here is what I would try, in the Network panel of System Preferences go to the Proxies tab and change the setting of the "Use Passive FTP Mode (PASV)" checkbox to see if that makes any difference (this is correct for Jaguar, I don't know if it has changed in Panther). I don't know whether this will affect the terminal client or not but it may be worth trying. Also what happens if you connect to the server in Finder?
