Had an identical problem with NTL last year - 6 engineers came out and tested my connection and said it was OK... What they failed to mention was that it was very LOW and on the lower bounds of what would be considered stable enough. Turned out they had to replace the whole loads of cables all the way down the street and I without for a whole month :S
