The plan is for a tech site serving a very tight market niche. Premium site membership would be granted only to those with membership in one of several professional groups. I would like to offer these people the opportunity to host small mailing lists of their own-perhaps up to 30 other people. Ideally, their management of these mailing lists would be automated and require minimal intervention by me. I can't imagine having more than a couple hundred lists over the first few years.

Most hosting companies I've looked at who offer listservs may have one included in a package, but generally charge additional for extra. If you are needing that much, you'll have to a.) pay for it, b.) get a reseller account or dedicated server and set them up, or c.) why not use web forums? They can be configured for restricted membership at different levels easily.
