Most hosting companies I've looked at who offer listservs may have one included in a package, but generally charge additional for extra. If you are needing that much, you'll have to a.) pay for it, b.) get a reseller account or dedicated server and set them up, or c.) why not use web forums? They can be configured for restricted membership at different levels easily.
