Here, we have a limitation caused by the tool ( cvs ), not a

My answer is : for official build this is IMHO not possible

There will be no official build with two cws mixed in the same build.
Please, explain me : a lot of milestones are official builds with
mixed cws ?
e.g. , waiting for m223 : swqbf101 and ww8export07_SRC680, have
both modifications in sw ( but different files are modified)
I just searched one minute, but they are a lot of other similar cases.
Why it is not correct? Because if there is a bug in the final
build, you can't be sure from where the bug comes.
In this particular case, localisation12 does only concern
localisation, and aquavcl02 changes do concern Aqua OpenOffice.org
behaviiour.
The possible issues are well separated.
