These are two different rlogs.

The rlog in /usr/bin is rlog, print log messages and other information
about RCS files

The rlog encfs needs is rlog, a C++ logging library written by the
same guy who wrote encfs.
You can grab it from http://arg0.net/wiki/rlog and it configures,
compiles and installs without any tweaks.
