I take it that you cannot find a new browser that runs using OS-9 ????
If you are OS-X, then both of these browsers have been updated to much
newer, more secure and stable versions (Okay, sure, IE is not longer
being developed for the Mac platform but it is at v5.2.x and Netscape
has turned into Mozilla but that is beside the point). Try Mozilla or
Safari or Firefox or Opera or Omniweb or ...
To answer your question about wiping cookies, open the preferences
section for each browser. In IE, there is a section called Receiving
Files, click on this and you will find the part about Cookies along
with the option to delete them. Netscape is similar.
