I for three weeks, I have been unable to use PayPal.  One of the problems is
that I get screens with headers that are otherwise blank.  So, after
numerous tries for help via an insecure web page, I was given their phone
number.

I was told by the PayPal person that a corrupt cookie could cause the data
encryption error and Identity Certificate Issuer Unknown messages and the
non-working pages.  The same thing happens in IE 5.1.5 and Netscape 4.75,
which I rarely use.  I was sent emails with instructions that I think are in
error or are unclear for me to understand.

Can someone tell me how to delete all cookies at once in both of these
browsers?  Lack of 128 bit encryption was the first thing that she said
could cause the problem, but I know I have that on Explorer.  I don't know
if I have that on this old Netscape.  PayPal worked fine until about 3 weeks
ago.

If this cookie deleting doesn't help, you may hear from me here in the
boneyard again.  Thanks.
