You have hit upon the problem with only one solution. Once the keyboard
freezes, the only way out is the power button (for those that like to
pick at nits, the power cord is not a safe option!). Even trying to log
in via terminal and ssh from another computer in OS-X usually fails,
but still works for semi-crashed situations.
Depending on the keyboard you have, there are some choices for the non
frozen situation. On mine, if i press the power button on the keyboard,
a window pops up asking me if i want to restart, sleep, cancel or
shutdown. Not all Mac keyboards though have the power button on the
keyboard.
