Plug-ins are typically small programs (drivers) that work with an
existing program to give you expanded capability. One example of this
is just want you are working with in setting up your scanner. Let's
suppose you are using PhotoShop elements. Adobe does not know much
about your scanner, how it works, what commands are needed to get it
running etc. So the scanner manufacturer writes a little driver called
a plug-in that works with Elements to get photos from the scanner into
Elements.
Programs like Elements have an interface that they make available to
other developers to work with, to import and export information into
the larger program. The smaller programs whether they are equipment
drivers or whatever are called plug-ins.
