I have a feeling Word is scaling down the picture to fit in the margin 
settings. Images tend to get fuzzier when reduced down I've noticed. 
Maybe you can open the image in another program, scale it down there, 
and then import the new image into Word full sized. I've had similar 
issues bringing in PDF files into Word and printing them out.
