That happened to me, too.
My kid (age 28) fixed it, and I can't tell you just what he did,
but it was Internet Explorer doing something like trying to finish a download
or trying to check web sites to which I had "subscribed" (asked it to 
check automatically),
after being disconnected in the middle of a download.
