Over the years I have replaced numerous iBook keyboards for clients and this one sounds a candidate. The good news is Apple products carry a one year warranty, the bad news is she will have to call Apple with her serial number and have the keyboard replaced under warranty service. This entails sending the product away for repairs. They send you a shipping box and the turn around time has been pretty good. The Apple phone service tech will probably recommend a whole bunch of minor stuff including reinstalling the OS before they bite the bullet and have it serviced. Advise her to get everything backed up.
