Okay, now, Marta;  ya got me curious with that one.
I had to fiddle with my settings "just to see if...", and now I have  
changed
  my time settings to exactly what you wanted, with my iCal showing  
24 hr
  (military) time, and I can't change it back.   Hrrruummph.  !!!    : )
