[snip...] I've had a 24 hour clock on my computer since forever, mainly because it seems so much easier than am/pm. I think that the place to change the settings globally is in the International preference pane. Go to the formats tab, then to the times, and hit customize. On my machine, the time elements are set for 7:08:09.0 PM EST (for what it is worth). If you click on the drop-down arrow by the 7 (for 7PM), you'll get a list of ways to display the hours.
