Check the PCs or just look at the router logs to see if any one machine is using a disproportionate amount of the bandwidth. Then run a virus scan on that PC. If it's on your network, though, it'd probably SEVERAL of the PCs, so check for that too. Also ban P2P applications (LimeWire, Kazaa, etc.) from the network. You might even try locking those ports on the router. Another way to test: turn off all the PCs on your network and see if your speed increases. To get a real good look at your access speed, check out: <http://www.speakeasy.net/speedtest/>.
