There are several reasons why this could happen. Most likely is authentication is needed to gain full access. Your iTouch detects the network, but can't use it because it can't authenticate. This happens at UofL with the secure wireless; my iTouch can see the network with full bars, but can't connect unless I give it the 802.1x user name and password in the wireless settings.
You can always go to Home->Settings->Wi-Fi->Other to see the name of the network, if they're advertising the SSID. This would probably give you a clue to what's going on.
