The adaptors I've seen were to convert the Sony mini-CD disks into a size that could be read in an ordinary CD player. They make the disk a little thicker and I'd hesitate to use them in a slot-loading DVD player because the heads in a DVD player are closer to the disk.

Most of the mini-DVD camcorders store the video in MPEG 2 or 4 format and the files can be read by many (most?) tray-loading external DVD drives. For example, I've seen them read on a Lacie USB external DVD-RW.
