I really don't want to jailbreak my phone.

AT&T's rates for roaming are astronomical: $1.99/minute unless I buy the World
Traveler plan, where the price drops to $1.69/minute. As a contrast, Belgium is
$1.29/minute no matter what plan, and Spain is $1.29/minute normally and
$0.99/minute for World Travelers. Data rates are $0.0195/KB (or $20/MB). These
all sound exorbitant to me.

Since my G3 cannot multitask (heck, right now it barely can keep up with one
task using iOS 4.0x), having Skype for incoming calls won't work unless (as
Rick mentioned) I jailbreak my phone.

Arg. I guess not calling the US from Europe, but having a local phone for
calling in Europe might be the right way to go. The only problem is what Marta
mentioned: I would then need to get a local phone for every locale.

Makes me want to go back to phone cards and pay phones.
