Under all versions of the OS until Mavericks the monitors were configured with 
one control monitor with your header icons and control of the Mac all done from 
that monitor.  Now when you move the curser to the second or third monitor all 
the controls move with you so you aren't going back across all that real estate 
getting to "print", "file" "dropbox" or whatever.  It's much easier to use.
