Electrically, you should be able to tie the tool sensor to any available GPIO pin on the CRAMPS board.
In HAL, you will need to connect the input pin to your tool changer logic, one of the digital inputs of the motion module, and/or the motion.probe-input pin (for G38.x probe commands) depending on exactly what you are trying to do.
