Well, there used to be one - it's called OS 9.

Barring that, you can just option-click on the app whose windows you want
brought to the front, and it will comply. You see, the functionality is
already built-in, but was deliberately omitted - it's more NeXT-like(*) the
way it is now, and that is, after all, what every Mac user really wants.

(*) as well as Unix-like - I know.

Hopefully, this'll help you out. There is also a third-party hack that will
fix the window behavior system-wide to be done the right way.
