Well... it all depends.
I have 384kbps outbound, and that seems slow for some things. For
most Web serving, your outbound speed is typically more important -- you
get a short little request coming in, then send out a web page (hopefully
no more than 40-60kB) in reply. A little data in, a lot more out.
It's likely that folks with a broadband connection, who may be used
to 1Mbps or better, will find that your site seems really slow to load. In
fact, I'm sure of it. However, a couple of folks on modems browsing your
site at once shouldn't find things too much slower than pages delivered by
well-connected servers.
Speed spoils you very quickly. I was so excited with my first DSL
that had 128k outbound. Now I have 384k, and it feels like a dog. (No,
there aren't problems -- I'm getting my full bandwidth, I'm just
impatient.) My friends have gone up to 1Mbps or 1.5Mbps DSL at home,
inbound *and* outbound, to get their bandwidth "fix"...
The real trick is the static IP address if you'd like to avoid the
dyndns scenarios. Does Qwest offer a static IP address? Also, I haven't
looked in a while, but I seem to recall that isdn isn't too cost-effective
these days if you're able to get a broadband (dsl/cable modem) connection
in your area. Then again, most broadband providers start jacking up the
price for the static IP address.
