When you make the changes there are really two copies of it. One in memory
that is what the software is using and one on disk. It appears that the
copy on disk is corrupt and not being saved or restored correctly. The
simplest thing is to trash the TCP/IP preferences and restart. Then open
the TCP/IP control panel and reconfigure it, hopefully for the last time.
