Wow, Thanks for all the suggestions so far. Unfortunately, I tried 5 web sites that offer a bandwidth speed test, but none worked properly with my connection. Interestingly, all of the tests reported errors related to not being able to connect to a server. That is exactly what my problem seems to be when downloading files and getting e-mail during rush periods.
It was also interesting to note a number of envious comments about my connection speeds. I have never used cable before, so I just took the high speeds for granted and thought that the slowdowns during peak hours were damn irritating. The reality of the situation is that the connection speed is very erratic and not always stable. It looks like I will try to go further with analysis of the connection with NetMedic, that I have installed on my wife's PC. Unfortunately, her PC is a 486 with 16 MB of RAM. With such a slow system, I was afraid of getting erroneous data from the program. I am also amazed that nothing like NetMedic exists for the Mac.
